某超贫铜多金属矿山依托管理提高本质安全实践

Practice of improving intrinsic safety by trusteeship management in an ultra-lean copper polymetallic mine

  • 摘要: 从安全生产管理角度看,矿山企业安全生产形势依然严峻,安全生产事故发生概率远高于一般性企业,安全生产短板依然突出;通过精准化教育培训提高企业全体员工安全能力、实施物理隔离挂牌上锁等提高设备的安全可靠性、改善工作环境提高作业环境安全可靠性、依托现行法律法规规范标准等推行安全精准管理体系建设以提高安全管理水平,从而达到其具有4个特征:人的安全可靠性、物的安全可靠性、系统的安全可靠性、管理规范和持续改进的广义本质安全,即包括“人-机-环境-管理”这一系统表现出的安全性能,通过优化资源配置和提高其完整性,使整个系统可靠,从而实现“零事故”的安全生产管理目标.

     

    Abstract: From the perspective of safety management in production, mining enterprises face grave challenges. The enterprises have higher likelihood of workplace accidents than other enterprises, and safety management in production utterly falls behind. Targeted education and training are adopted to improve all employees' ability to ensure workplace safety; physical isolation, listing, locking and so on are applied to improve the safety and reliability of equipment, as well as working environment. And relying on the current laws, regulations and standards, the construction of a targeted safety management system to improve the level of safety management is promoted. The system has four characteristics: safety and reliability of human, material, system, as well as management practices and continuous improvement. In other words, the system has an integral safety level of "human-machine-environment-management", with generalized intrinsic safety. By optimizing resource allocation, improving the system's integrity and reliability, the objective "zero accident" of safety management in production will be achieved.
