摘要: 简要介绍了国外稀土等矿产资源储备现状，分析了国外矿产资源储备目的，储备制度，储备目标和调整，储备管理的执行机构，储备专项资金筹措等，提出了我国建立和完善稀土战略储备制度的建议.

Abstract: This paper studies the purpose, system, administration and funding of mineral resource reserve outside China based on introducing the current status of the mineral resource reserve.Suggestions on establishing and improving China's rare earth strategic reserve system are put forward.
