Public participation-based regulatory mode and platform system for mining of ionic rare earth in Southern China

  • Most of the strategic ionic rare earth mines in southern China are located in remote mountainous areas. The rampant illegal mining brought about serious environmental problems. The protections of rare earths demand a scientific and efficient regulation on the resource mining. Firstly, the feasibility of public participation in the regulation of rare earth mining was analyzed from the perspective of the destruction of the rare earth mining on the regional environment and the legal basis for public participation in environmental governance. According to the regulation demands of rare earth mining, a rare earth supervision function module was established by ArcGIS API for JavaScript and ArcGIS API for JavaScript technology in the eclipse and visual studio 2010 development environment. Then a public-participation is developed based supervision platform system for rare earth mining, which can be used as a good supplement for the government regulation.
